There is a ready-made, pretty nice example of VAT in the user's manual. The rule suggests that if country is one of the EU countries and the value of VAT no. field is blank, then X% of VAT should be applied. The question is, where these Country and VAT no. fields are coming from? Is Country is the country field in user profile of dnn? For VAT no., shall I create a field in user profile called VAT no? Or module checks the IP of the visitor to determine country he/she is from and then asking VAT no. automatically if necessary?

The country is automatically picked up via the IP address of the users net connection.

The vat no should be created as profile item and referenced in the rule. The profile data can be called anything, and referenced accordingly.
